    Yes, probably atleast 16. There isn’t a place, to go an make it happen. You need to basically contact the companies making the game. If its a PC mutliplayer game, it’ll be easier. But to beta test console games I wouldn’t really know.

    You, can, and it is easy. Just go to http://www.microsoft.com for details. You may have to search around for a little bit though. You can be any age, however, if you are under 18, you will need to print out a form, have your parents signature, and then mail it in.
